About the Role

<p><strong>Position Overview</strong></p> <p>We are seeking a Permitting Specialist to lead and manage the permitting strategy and execution for a portfolio of energy infrastructure projects, including solar, wind, battery energy storage systems (BESS), and natural gas generation. This role will be responsible for securing all required local, state, and federal approvals to advance projects from early-stage development through construction readiness.</p> <p>The ideal candidate has deep experience navigating complex regulatory environments, coordinating environmental and technical studies, and proactively managing permitting risk across multiple jurisdictions. Experience permitting linear infrastructure (e.g., conduit, fiber, or telecommunications systems) is a plus.</p> <p>&nbsp;</p> <p><strong>Key Responsibilities</strong></p> <p><strong>Permitting Strategy &amp; Execution</strong></p> <ul> <li>Develop and implement project-specific permitting strategies, schedules, and budgets</li> <li>Identify all required permits and approvals across local, state, and federal agencies</li> <li>Lead preparation, submission, and tracking of permit applications through approval</li> <li>Proactively manage permitting risks, critical path items, and regulatory changes</li> </ul> <p><strong>Environmental &amp; Technical Coordination</strong></p> <ul> <li>Oversee environmental surveys and studies, including:</li> <ul> <li>Biological resources</li> <li>Cultural and archaeological resources</li> <li>Wetlands and waters (e.g., jurisdictional delineations)</li> <li>Noise, air quality, and visual assessments</li> </ul> <li>Coordinate with consultants to prepare documentation under frameworks such as:</li> <ul> <li>NEPA / SEPA / Others</li> <li>State environmental policy acts</li> <li>Local zoning and conditional use processes</li> </ul> </ul> <p><strong>Agency &amp; Stakeholder Engagement</strong></p> <ul> <li>Serve as primary interface with regulatory agencies, permitting authorities, and local jurisdictions</li> <li>Support public outreach efforts, including community and stakeholder meetings</li> <li>Collaborate with legal, development, and engineering teams to address agency comments and conditions of approval</li> </ul> <p><strong>Cross-Functional Development Support</strong></p> <ul> <li>Work closely with:</li> <ul> <li>Development team on site selection and fatal flaw analysis</li> <li>Engineering on site design to ensure permit compliance</li> <li>Land teams to align easements and site control with permitting needs</li> </ul> <li>Support integration of generation, transmission interconnection, and large-load infrastructure</li> </ul> <p><strong>Documentation &amp; Compliance</strong></p> <ul> <li>Maintain organized records of all permit applications, approvals, and conditions</li> <li>Ensure compliance with permit conditions during pre-construction and construction phases</li> <li>Assist in development of compliance tracking systems and reporting</li> </ul> <p>&nbsp;</p> <p><strong>Qualifications</strong></p> <p><strong>Experience</strong></p> <ul> <li><strong>5</strong>–10+ years of experience in permitting, environmental planning, or land use entitlement</li> <li>Direct experience permitting one or more of the following:</li> <ul> <li>Utility-scale solar, wind, or BESS projects</li> <li>Natural gas generation (CCGT, peaker, or similar thermal assets)</li> </ul> <li>Experience with multi-jurisdictional permitting processes across the U.S.</li> </ul> <p><strong>Technical Knowledge</strong></p> <ul> <li>Strong understanding of:</li> <ul> <li>Federal, state, and local permitting frameworks</li> <li>Environmental review processes (e.g., NEPA and state equivalents)</li> <li>Zoning, land use, and conditional use permitting</li> </ul> <li>Familiarity with permits such as:</li> <ul> <li>Conditional Use Permits (CUPs)</li> <li>Site Plan Approvals</li> <li>Air permits, water permits, and grading permits</li> </ul> </ul> <p><strong>Preferred / Plus Experience</strong></p> <ul> <li>Experience permitting linear infrastructure, including:</li> <ul> <li>Underground conduit</li> <li>Fiber / telecommunications systems</li> <li>Transmission or distribution corridors</li> </ul> <li>Familiarity with permitting considerations for co-located infrastructure (e.g., energy + data centers)</li> <li>Experience in key U.S. markets such as WECC, SPP, or ERCOT</li> </ul> <p><strong>Skills</strong></p> <ul> <li>Strong project management and organizational skills</li> <li>Ability to manage multiple projects and deadlines simultaneously</li> <li>Excellent written and verbal communication skills</li> <li>Detail-oriented with strong problem-solving capabilities</li> </ul> <p>&nbsp;</p> <p><strong>Education</strong></p> <ul> <li>Bachelor’s degree in environmental science, urban planning, engineering, or related field required</li> <li>Advanced degree or relevant certifications (e.g., AICP, CEP) a plus</li> </ul> <p><em class="italic">Quantica Infrastructure is an Equal Opportunity Employer.
