TPM is the ‘glue’ within the team, aligning project direction and decision points with key members from all business disciplines and will work as a partner to the design manager/engineers with joint responsibility for delivering NPD product(s) to market.  The technical project manager is responsible for the ‘WHAT’ that is being delivered, design manager/engineers are responsible for ‘HOW’ this is
