You’ll be responsible for identifying, qualifying, and capturing new business opportunities while managing the full capture lifecycle. You’ll collaborate with internal teams, partners, and customers to drive successful bids and expand Sparksoft’s presence within CMS and the broader HHS ecosystem.</span></p> <ul> <li style="font-family: helvetica, arial, sans-serif; font-size: 12pt;"><span style="font-family: helvetica, arial, sans-serif; font-size: 12pt;">Lead capture strategies: teaming, pricing, staffing, and solution development</span></li> <li style="font-family: helvetica, arial, sans-serif; font-size: 12pt;"><span style="font-family: helvetica, arial, sans-serif; font-size: 12pt;">Respond to RFIs, Sources Sought, and RFPs—owning timelines, compliance, and final delivery</span></li> <li style="font-family: helvetica, arial, sans-serif; font-size: 12pt;"><span style="font-family: helvetica, arial, sans-serif; font-size: 12pt;">Work closely with internal proposal teams to lead and support writing, review cycles, and production</span></li> <li style="font-family: helvetica, arial, sans-serif; font-size: 12pt;">5+ years of experience in federal business development and capture</span></li> <li style="font-family: helvetica, arial, sans-serif; font-size: 12pt;"><span style="font-family: helvetica, arial, sans-serif; font-size: 12pt;">3+ years of successful proposal writing/management within CMS/HHS/FDA/NIH/CDC</span></li> <li style="font-family: helvetica, arial, sans-serif; font-size: 12pt;"><span style="font-family: helvetica, arial, sans-serif; font-size: 12pt;">Proven experience with CMS, HHS, FDA, NIH, and CDC business operations, technical architecture, and industry landscape</span></li> <li style="font-family: helvetica, arial, sans-serif; font-size: 12pt;"><span style="font-family: helvetica, arial, sans-serif; font-size: 12pt;">Strong understanding of federal acquisition: IDIQs, GSA, BPAs, FFP, T&amp;M, CPFF contracts</span></li> <li style="font-family: helvetica, arial, sans-serif; font-size: 12pt;"><span style="font-family: helvetica, arial, sans-serif; font-size: 12pt;">Familiarity with Shipley BD processes and tools</span></li> <li style="font-family: helvetica, arial, sans-serif; font-size: 12pt;"><span style="font-family: helvetica, arial, sans-serif; font-size: 12pt;">Excellent communication, writing, leadership, and presentation skills</span></li> <li style="font-family: helvetica, arial, sans-serif;
