This role requires a strong technical background, excellent problem-solving skills, and the ability to work collaboratively in a SAFe Agile environment. The Software Engineer will play a critical role in maintaining the quality and efficiency of software solutions to support the Centers for Medicare &amp; Medicaid Services (CMS) in detecting and preventing fraud, waste, and abuse within government-sponsored health programs.</span></p> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Software Development: Design, develop, test, and deploy software applications using Java, Spring Boot, and related technologies.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Agile Practices: Participate in all phases of the Agile development lifecycle, including planning, estimation, daily stand-ups, and retrospectives.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Code Quality: Ensure adherence to coding standards and best practices, conduct code reviews, and write comprehensive unit tests.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Collaboration: Work closely with product owners, Scrum Masters, DevSecOps engineers, and other stakeholders to deliver high-quality software solutions.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Problem Solving: Troubleshoot and resolve software issues, provide root cause analysis, and implement preventive measures.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Documentation: Create and maintain technical documentation for software applications and processes.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Continuous Improvement: Continuously enhance software development processes and tools to improve efficiency and quality.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Technical Leadership: Lead the design and implementation of secure, scalable, and resilient enterprise applications; establish architecture and coding standards, guide technical decisions, and mentor engineers through design reviews, pair programming, and constructive code feedback.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">End-to-End Delivery Ownership: Drive complex initiatives from requirements through production release, proactively manage technical risks and dependencies, and partner with cross-functional stakeholders to deliver reliable solutions that meet performance, security, compliance, and business objectives.</span></li> </ul> <p><span style="font-size: 12pt;"><strong>REQUIRED EXPERIENCE:&nbsp;</strong></span></p> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;">7+ years of experience in software development, with a strong focus on Java and Spring Boot.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Expert proficiency in Java, Spring Boot, RESTful API development, microservices architecture, the ActiveMQ message broker, and containerization technologies such as Docker and Kubernetes.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Define API contracts using OpenAPI/Swagger specifications and ensure consistent API design standards across services.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Develop and manage service-to-service communication patterns using synchronous (REST) and asynchronous messaging frameworks such as ActiveMQ, Amazon MQ, and SQS.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience with the version control systems (GitHub) and continuous integration/continuous deployment (CI/CD) tools (Jenkins).</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience with test automation tools and frameworks such as Selenium, JUnit, TestNG, and Cucumber.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience with SQL, Python, Bash scripting, Linux, AWS services (Amazon MQ, SQS, S3, EC2, EKS, RDS, CloudWatch), and infrastructure as code tools (Terraform).</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience with databases (PostgreSQL, Oracle) and data modeling.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience with system monitoring tools (Apache JMeter, Grafana, Splunk, DataDog, CloudWatch).</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Knowledge of data analytics tools (AWS QuickSight, Elasticsearch).</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience with agile methodologies (SAFe, Scrum) and tools (Jira, Confluence).</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Excellent communication skills and ability to work collaboratively in a team environment.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Strong problem-solving skills and a proactive approach to identifying and addressing issues.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Ability to work effectively in a fast-paced, agile environment.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Candidates must be able to obtain and maintain a Public Trust clearance</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Candidates must have lived in the United States 3 out of the past 5 years</span></li> </ul> <p><span style="font-size: 12pt;"><strong>PREFERRED EXPERIENCE:&nbsp;</strong></span></p> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;">SAFe Agile Certification</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience in healthcare IT (CMS)and understanding of regulatory requirements such as HIPAA.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience and/or knowledge of CMS processes and standards.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience in developing responsive, dynamic, and interactive user interfaces using Angular and React frameworks.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience in converting UI/UX wireframes and prototypes into functional applications.</span></li> </ul> <p><span style="font-size: 12pt;"><strong>EDUCATION &amp;
