<p>C3EL is seeking a cleared Senior Network Engineer to support the DoD medical mission. This key-personnel position ensures that complex and highly technical infrastructure requirements are addressed throughout DHA networked facilities in the European region. The engineer provides regional technical leadership and high-level installation, configuration, documentation, management, and troubleshooting support for LAN/WLAN/WAN communications equipment.</p>
<p><strong>Responsibilities will include, but not be limited to:</strong></p>
<ul>
<li>Serve as the European regional point of contact for network issues, configuration management, communications interconnection, addressing, multi-protocol routing, and network management.</li>
<li>Study vendor products and determine which components and configurations best meet DoD and European medical treatment facility requirements.</li>
<li>Ensure regional procedures and standards align with DoD, DHA, and DHA European Regional Command objectives and policies.</li>
<li>Identify, research, and resolve complex LAN, WLAN, and WAN network problems using network management and diagnostic tools.</li>
<li>Provide high-level installation, configuration, documentation, management, and troubleshooting of LAN/WLAN/WAN communications equipment for DHA networked facilities.</li>
<li>Advise and consult with Government staff, agencies, and contractor representatives on network design, implementation, deployment, and management to ensure optimal support of the Military Health System mission.</li>
<li>Lead and coordinate Network Specialists and internal or external organizations in resolving LAN/WLAN/WAN issues.</li>
<li>Troubleshoot network and routing protocols across all levels of the OSI model using tools such as Orion SolarWinds, ARMIS, and Ansible.</li>
<li>Use Management Information Blocks (MIB) and Multi Router Traffic Grapher (MRTG) concepts and methodologies to support performance measurement, capacity planning, high availability, and minimum downtime.</li>
<li>Establish and configure network firewalls, virtual private network devices, and intrusion detection systems to strengthen LAN/WLAN/WAN security and prevent unauthorized access to medical treatment facility systems.</li>
<li>Prepare written technical recommendations, document operational changes and enhancements through tickets and standards, and coordinate standards updates with the NetMOD Network Standards Team.</li>
<li>Establish and implement LAN/WLAN/WAN procedures and standards that support applicable DoD, DHA, and regional command objectives and policies.</li>
<li>Communicate the status of network support requests to key customers.</li>
<li>Develop policies, procedures, best practices, and minimum standards for LAN/WLAN/WAN access and operations.</li>
<li>Lead or participate in other projects and provide additional support as mission needs arise.</li>

<ul>
<li>U.S. Citizenship.</li>
<li>An active, in-scope US Government issued Secret clearance or higher.</li>
<li>An active Cisco Certified Network Professional (CCNP) certification.</li>
<li>An active Certified Information Systems Security Professional (CISSP) certification.</li>
<li>Ability to communicate effectively, verbally and in writing, with Government officials, medical professionals, and highly specialized technical personnel.</li>
<li>Mastery of networking protocols and technologies, including TCP/IP, XDM, HTTP, HTTPS, SMTP, SNMP, DNS, DHCP, RSTP, VRRP, BIND, EIGRP, BGP, OSPF, PPP, HDLC, V.35, and RS-449.</li>
<li>Clear understanding of the communications and Internet standards identified in the PWS: 802.1d, 802.1q, 802.1w, 802.3, 802.5, 802.10, 802.11, 802.3u, 803.2, and 802.3z.</li>
<li>Direct experience with synchronous and asynchronous communications; Ethernet, Fast Ethernet, Gigabit Ethernet, FDDI, ATM; and other communications media used by DoD and DHA.</li>
<li>Experience with Optical Time Domain Reflectometers, cable testers, network sniffers, and EIA/TIA cable standards and specifications.</li>
<li>Mastery-level experience in routed, switched, and shared LAN environments supporting current Microsoft operating systems, Windows Active Directory, UNIX, and OpenVMS, together with routers, switches, terminal servers, and local and long-haul WAN connectivity.</li>
<li>Experience with DoD Health Care Information Systems and technical assignments directly related to the position's area of responsibility.</li>
<li>Expertise in Windows networks, Cisco Systems, and Orion SolarWinds.</li>
<li>Ability to perform the functions of subordinate positions in this labor category when assigned to travel to a contract site.</li>

<h2 class="iCIMS_InfoMsg iCIMS_InfoField_Job">Education / Experience:</h2>
<ul>
<li>Bachelor's degree in Computer Science, Engineering, a technical discipline, or a related field, plus five years of directly related experience; or completion of a certified technical or vocational school plus 10 years of directly related experience gained through progressively higher levels of complexity.</li>
